National Office and branch activities.

On 17 May the Director took part in a panel discussion arranged by the Stout Research Centre on the new biography of Labour Prime Minister Peter Fraser written by Michael Bassett and Michael King, Tomorrow Comes the Song, A Life of Peter Fraser. He concentrated on the question why Fraser reversed the stand he had taken in the First World War and introduced conscription during and after the Second.

Bryce Harland also spoke at a meeting on relations between the United States and China arranged by the International Law Association. His contribution was based on his note about `The Hainan incident', which appeared in the last issue of the NZIR.

The President and the Director went to Dunedin for the 36th Otago Foreign Policy School from 29 June to 4 July. While they were there, they had a meeting with members of the NZIIA's Dunedin branch on the future of the branch. It was agreed that an effort should be made to revive the branch by seeking to involve more lawyers, as well as academics and politicians.

The theme of the Foreign Policy School was relations between New Zealand and Australia -- the same as that of the NZIIA seminar in Wellington on 4 July. The papers delivered at the seminar are being collected for publication -- hopefully by the end of September.

The NZIIA's very efficient Executive Secretary, Agnes Goh-Grapes, resigned at the end of June.

Wellington Before the AGM on 24 May, the NZIIA President, Sir Kenneth Keith, spoke on `The Global Role of the Red Cross'.
